Can't set initial passwd

Hi,

I am facing a weird problem with creating a new user account:

Create a new user:
# adduser -m tester

Trying to change his passwd:
# passwd tester
Changing password for user tester.

At this point, passwd hangs and doesn't do anything.
I am not getting the "usual" passwd-prompt.

What's going on here?
