FYI, new ZoneMinder packages representing the 1.32.3 release are building now for Fedora branches.
I will push a new package for el7 branch after Antonio completes his work with new ffmpeg & x264.

From their install docs, I see:

* Disable any other third party repos and uninstall any of ZoneMinder’s
third party dependencies, which might already be on the system,
especially ffmpeg and vlc. Attempting to install dependencies yourself
often causes problems.

... which probably explains that.

Hmm. Does the Cisco arrangement almost entirely solve the problem? I'm
pretty sure all cameras these days are using H.264 encoding, and some
use MJPEG by saving out each frame as a JPEG. What's patented?

I believe H.264 is patented. Cisco's code apparently can only be used
https://fedoraproject.org/wiki/OpenH264
The actual terms only permit consumer use (with some exceptions). The
patent license does not cover activities like teaching, technical
support and external business meetings.

I'm not sure if the MPEG LA has agreements with the actual patent
owners which would allow them to license the patents for generic
WebRTC use.

My understanding is that proprietary video conferencing systems which
uses H.264/AVC have same issue: if you want to use them for business
purposes (excluding internal meetings and training sessions), you need
to obtain licenses from each essential patent owner individually.
