How do I "release" a spin/lab?

When Fedora 29 was released, the Python Classroom Lab wasn't built.

The problem is now fixed:

https://koji.fedoraproject.org/koji/packageinfo?packageID=23847

However how do i build and release it, so it is listed on:

https://labs.fedoraproject.org/

And so that

https://labs.fedoraproject.org/python-classroom/download/index.html

Doesn't list 404 links?

Well, you will need 2 tickets:

First, against releng asking them to compose it and put it in place.
Then against websites asking them to update the website checksum, etc.

It should be possible to do this and place it in the same place as the
other spins that weren't produced in the rc.
